AAPSU-Govt standoff continues, union declares 36-hr state-wide bandh

China’s expansionist attitude condemned

Staff Reporter

ITANAGAR, June 29:  The standoff between All Arunachal Pradesh Students’ Union (AAPSU) and the state government is still on as the apex students union today called 36-hours state-wide bandh as its second phase of agitation from July 9.

While informing this at a Press Conference at Press Club here today afternoon, AAPSU General Secretary Biru Nasi said that the bandh has been scheduled in consultation with all the members of the union keeping in view the ensuing Dree Festival from the first week of July.

The union has called a general meeting of all federal units and district students unions on July 3 to chalk out strategies for the bandh call. It disclosed that AAPSU President Kamta Lapung will not be a part of the bandh as he has been referred for neuro-surgery.

“We are sticking to our seven-point charter of demands, including termination of SDPO Bomge Kamduk. We will not compromise on our demands and fight until our demands are met, said Nasi.

“Our demand is for the welfare of people, particularly the students’ community, he added.

The students union accused that the state government has totally failed to fulfill the hopes and aspirations of the people and protect them.

AAPSU also condemned the home minister for taking a U-turn by not agreeing to suspend the SDPO although he had assured to suspend him temporarily in presence of government spokesperson Bamang Felix before the independent fact finding committee was set up.

The union further questioned the financial position of the state. “If the financial position of the state is sound and stable as stated by the government Spokesperson, then why is it reluctant to come out with a white paper on financial position,” AAPSU questioned.

Union spokesperson Tanya Agu retorted that the government should stop giving hypocritical statement.

AAPSU’s demands include discontinuation of appointment of chairman and vice chairmen in various govt. departments, white paper on financial status of the state, immediate release of students’ stipend, ensure uninterrupted power supply, improvement of roads in capital complex, release of salary and pending bills of government employees and contractors.

Reacting to reports that China has in its recent map shown Arunachal Pradesh as its territory, the All Arunachal Pradesh Students' Union today condemned the country's "expansionist attitude" and said the state is an integral part of India.  "The expansionist attitude of China must be condemned at all platforms and the state government should send a loud and clear message to New Delhi that Arunachal Pradesh was and will remain as an integral part of India,"

Criticising Nabam Tuki government for allegedly failing to raise the issue strongly with the Centre in order to send a clear message to Beijing, Nasi said "whenever Chinese leaders visit India, Arunachal Pradesh never tries to raise voice before the Chinese delegates on the state's stand.

"The state government should makes its stand clear on the often repeated claims of China over the state's territory and the stapled visa issue and should exert constant pressure on the central leadership to resolve the issue once for all," Nasi said.

He said, the apex student body would soon stage protest in the national capital to voice the people's concern on China's claim over Arunachal.

TSG Memorial Football Tournament

Capital Complex, Gangte Togung SC win

NAHARLAGUN, June 29: Capital Complex SC beat Bamang Taji FC 2-1 in a keenly contested match in the first Takam Sharmila Gora Memorial Football Tournament at Rajiv Gandhi Stadium, Naharlagun today.

The match began slowly and gained momentum in the 12th minute when a BTFC corner kick managed to find the CCSC goalkeeper but was punched out by Gyamar Sankio. Before that CCSC’s Giogi Tani had the chance to take his team ahead with a free kick in the 4th minute but only ended up sending the ball sky high. BTFC again had a chance in the 15th minute when Tage Tath put in an excellent through ball but Pura Byai couldn’t reach the ball in time to take advantage. On the other end, CCSC number 17 Techi Tatra puts too much force behind the ball after finding himself free from a square ball as the opportunity squanders away.

The Capital Complex boys had a scare in the 17th when BTFC are awarded a free kick for ball handling just outside the box. Team skipper Rocky Ramching cleverly chips the ball past the CCSC wall to find his brother Roshan Ramching whose effort hits the crossbar.

Going against the run of play, the CCSC players begin their attack with renewed vigour. It would eventually pay off when Janu Soki weaves past defenders to slot home the first goal in the bottom corner. The goal seemed to have diffused BTFC hopes as the CCSC onslaught continued with Gakir Dulom making it 2-0 before the break.

Not much changed once play resumed as efforts from both teams failed to bring any result until BTFC’s Tath pulled in a consolation to end the game 2-1 to Capital Complex.

A high tempo match that produced as many talking points for the skills as well as the sliding tackles marked the day’s second match here at the Rajiv Gandhi Stadium.

Gangte Togung SC and FC Doimukh players displayed an extraordinary zeal to register wins in their opening match and that resulted in a game that was filled with exciting play.

As the match began to pick up speed, it seemed difficult to predict which side would open its account first. Doimukh looked to be heading in the right direction Nabam Gunia was at the receiving end of an excellent through ball but managed to find the side bar instead of the back of the net.

Dribbling skills were on display when GTSC players lined up a series of passes in the 28th minute. Take Arun managed to find pick out Pagge Tashi who then passed on the ball to Dare Takar. Unfortunately the beautiful movement ended without a conversion.

Play began to get a little rough as the game approached half-time and neither managing to break the deadlock. The game was even stalled for a few minutes when a clash of heads occurred between GTSC keeper Tomo Ada and FCD’s Tame Loram. The audience would have to wait until the next half before any goals were scored.

The excitement began early into the second minute of the second half when GTSC’s Kamku Tawe heads the ball into the back of the net to make it 1-0.

The lead seemed to have made the GTSC players overconfident as their defence began to feel the pressure of a Doimukh team desperate for an equaliser. They finally gave in when FCD player Nguri Alin seemed to pick the ball out from the air with an excellent first touch and scored with an even better second touch to level the game in the 52nd minute.

With the match on even keel, FCD pushed on with great intent to take the lead in the match for the first time. GTSC players were no pushovers as they too pressed ahead. Tensions and tempers began to flare up with a couple of rough challenges.

The game seemed to be heading to a 1-1 draw until a dipping ball from outside the six yard box by GTSC’s Taw Akash beat the Doimukh keeper in the 73rd minute of the game. The match ended 2-1 in favour of Gangte Togung SC.

Tomorrow’s matches: ITBP v/s Mc Mohan FC and Gora Makik SC v/s Tagung Neri SC.

Govt. may relax RAP, PAP to boost tourism

BANGKOK, Jun 29: The Central Government may relax rules in the restrictive areas of Arunachal Pradesh, Leh and Ladakh in Jammu and Kashmir to promote tourism in these picturesque regions without compromising security, Minister of State for Home Kiren Rijiju said.

The People Area Permit (PAP) and Restricted Area Permit (RAP) from certain pockets of Arunachal Pradesh, Leh and Ladakh in Jammu and Kashmir will be relaxed to promote tourism, Rijiju said here.

He said tourists including foreigners, were keen to visit places like Buddhist shrines, and some of these were inside the restricted zone.

"If you restrict a region it will never open up. Link will always be restrictive. We are not lifting all restrictions. We want to open up for foreigners partially with less restriction easily accessible to all visitors, Rijiju said.

He was speaking to reporters on the sidelines of the 6th Asian Ministerial Conference on Disaster Risk Reduction, where he was leading an Indian delegation.

The minister who has been given the charge of the Northeast region emphasised the need to open these areas to domestic and foreign tourists with less restriction and develop infrastructure in the bordering areas.

"We don't want to lift RAP and PAP. We want to relax to extent that it does not pose security risk," the minister said.

He said, if a region was restricted and made inaccessible to tourists it would never develop.

"We are not lifting all restrictions, but would like to open these areas to domestic and foreign tourists with less restriction and develop infrastructure in the bordering areas to make it easily accessible to all visitors," he said.

India's Look East can be substantiated only through North East India, Rijiju said.

The Northeast can be a hub of tourism, culture and trade, he said adding that it was also important strategically.

An Itanagar report adds: Rijiju has assured Arunachal Pradesh of all possible help from the Centre for developing roads in the land-locked state.

Rijiju’s assurance came when Arunachal Pradesh PWD Minister Gojen Gadi called on him in New Delhi yesterday, Gadi told PTI today over telephone.

While lauding the Centre’s decision to allocate Rs 5,000 crore to settle local citizens along the border areas who, have of late been migrating to rural areas, Gadi pleaded with him to include all non-border but very remote and far-flung areas of the state under such development initiative.

He made a special request for expediting the eight national highway packages pending with union ministry of road, transport and highways as road communication held the key to state’s development. PTI

Centre-state relation to improve

Prime Minister Narendra Modi on Saturday assured full support to the Arunachal Government saying that it would be the endeavour of his Government to promote an investment friendly environment for the benefit of the state. This assurance came when the Chief Minister Nabam Tuki called on the Prime Minister at his New Delhi office. It is believed that during 30 minute meeting Modi laid stress on the development of horticulture in Arunachal Pradesh with special reference to the potential of harnessing herbal and medicinal plants.

This assurance should end the misgiving that BJP government at centre will be having unfriendly attitude towards Congress government of Arunachal. For a state like ours which is totally dependent on centre for funds, it is important to have a friendly government at Delhi so that developmental work is not affected. Modi who was chief minister of Gujarat state before he became PM, has prioritized the need to improve centre-state relation. He has already issued directives to his office to give special preference to any requests for help from the states. During UPA rule, centre-state relation broke down due to differences over several issues. Hope Modi will bring desirable change and let every state feel part of his developmental agenda.

Look into the basic parameters

Dear Editor,

It is commendable that the Govt. of Arunachal Pradesh is focussed on building project in tourism sector as it is one of the primary pillars in the state economy. Promoting tourism means a step towards generating employment, sustainable development and poverty reduction. But one of the striking underlying facts is the condition of the roads in capital itself.

What impression does it make on the domestic and international tourists when narrow, unsafe, poor quality roads and highways, potholes with untidy garbage dumps & unusual smell welcome them besides traffic congestion? The abandoned bus stop & its premise near Bank Tinali is sufficient to show evidence. It is hoped that govt and related departments might look into such basic parameters and boost the tourism industry in our state.

Yours,

Jumli Rina, Itanagar

Build roads capable of withstanding calamities

Dear Editor,

Thank you for inserting a photograph that I took at Karsingsa of blocked road in your 28th June issue.

The road was in a horrible situation. The need of the hour is not only restoration of recently blocked points but the roads of our state capital.  There has to be proper road planning with strong drainage system with proper retaining wall as well to avoid such horrible situation. Of course natural calamities are unavoidable but it can be controlled to a certain level if we construct roads with good planning keeping in mind the dimensions of natural calamities that are likely to hit.  Countries like Japan which faces natural calamities frequently have been able to build earth quake proof building but we cannot even divert a small stream to save our main road.

Yours

Dr Jomnya Ado,  Tezu

Don’t deny them admission

Dear Editor,

This is in response to the “Govt. of Arunachal Pradesh Notification,” regarding the intake capacity of B.A, B.Sc & B.Com 1st Semester admission of Dera Natung Govt. College Itanagar for the session 2014-15 (June 24).

Interestingly every year thousands of students from Eastern part of Arunachal Pradesh come to Itanagar for admission in Dera Natung Govt. College Itanagar but they are being denied through catchment area policy. And the students wonder in search of best colleges in Arunachal Pradesh as they cannot afford to go out of state due to various reasons. The reason why students hailing from Tirap, Changlang, Lohit and Longding come to get admission in DNG College Itanagar is because colleges in these districts offer courses only in some specific subjects. Not only this, the infrastructure development and management is very-very poor.

What surprise me most is introduction of catchment area policy in regard to colleges of Capital Complex.

Most of the districts of our state have Govt. Colleges and so catchment area policy should be applicable to those colleges of respective districts. DNG College is one of the NAAC Accredited institution situated in the heart of capital complex. So intake capacity of students should not be limited only to the catchment area instead it should offer 100% admission and on merit basis & cut off marks should be introduced in respect to whole of Arunachal Pradesh.

If catchment area policy is applicable for the lone college of capital complex then another catchment area Capital Complex should be created in the Eastern part of Arunachal Pradesh where students from those areas could get admission without any difficulties.

Yours,

Aton Sungam

President,  TCLLSUI

Further it is clarified that another source of power supply, the state owned Pacha Hydel under Electro-Mechanical division of Hydro Power Department, Govt. of Arunachal Pradesh which meet up partial power demand of the Seppa Township is also out of service since 11/06/2014 due to breakdown of Excitation Unit (Battery Bank) of the Pacha Hydel. Discussion has been initiated in presence of Tapuk Taku, local MLA cum Parliamentary Secretary Tax and Excise Govt.of Arunachal Pradesh regarding need for immediate restoration of Pacha Hydel. It was assured that new set of battery was under transit from Kolkatta by M/s Concept Engineering. In such situation Power Department is not in position to provide power supply to Seppa Township. Squarely blaming Power Department for non supply of power without knowing actual fact and going directly to the press demoralizes the working spirit of the departmental staffs. I on behalf of the power department sincerely appeal apex student union of district and public of East Kameng District to bear with the power department till restoration of Grid Line (NEEPCO) and Pacha Hydel (E&M department).

Yours,

Executive Engineer (E),

Seppa Electrical Division,
